ORDINANCE NO. 1100

AN ORDINANCE PROHIBITING FROWNS, GRIMACES, SCOWLS, THREATENING AND LOWER LOOKS, GLOOMY AND DEPRESSED FACIAL APPEARANCES GENERALLY ALL OF WHICH REFLECT UNFAVORABLY UPON THE REPUTATION OF POCATELLO, “THE FRIENDLY CITY”; DECLARING THE PREIOD AUGUST 9-14, 1948, TO BE KNOWN AS “THIS WEEK POCATELLO SMILES”; CREATING SPECIAL SMILEAGE STATIONS AND AUTHORIZING SPECIAL SMILEAGE POLICEMEN; DESCRIBING PUNISHMENT AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT WITH THE ORDINANCE.

 

BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITYOF POCATELLO, IDAHO:

 

Section 1.  In the past is has been the practice of far too many of the citizens of Pocatello to scowl, grimace, frown, give out with threatening and/or lowering looks and depressed facial appearances generally.  These actions reflect unfavorably upon the reputation of Pocatello “the friendly city” and are hereby declared illegal and unlawful and will be replaced immediately with happy, beaming, smiling countenances.

 

Section 2.  To implement this program and to assist Pocatellans in becoming accustomed to this ordinance and the smiling habit it requires, the period August 9 to 14th will be known as “This Week Pocatello Smiles.”

 

Section 3.  For the enforcement of this ordinance, the creation of special smileage checking stations and the deputizing of special individuals to make arrests for smileage failures is hereby authorized.

 

Section 4.   Any person convicted of violation of this ordinance will be required to go to the nearest smileage station and give out with a sufficient number of smiles and/or broad grins as are commensurate with his or her offense.

 

Section 5.   All ordinances and parts of ordinances in conflict with this ordinance are hereby repealed.

 

Section 6.  This ordinance shall be in full force and effect from and after its passage, approval and due publication as provided by law.
